It's easier to put some filler in. It seems like you are backtracking, but you are not, it's just part of the process. You may be able to just put the filler right on the surfacer, depending on what the manufacturer says. It will take forever to get a good low spot out with surfacer.
Now you know where the low spots are, it may be the time to do a little more body work.
I had a body guy come in and do some work for me. I learned a lot from watching him.
