I really don't remember that exact details of what I did since it's been some years since I've had the drums off.
I think I may have just used synthetic brake grease on the friction points of the brake shoes instead of oiling the felt.
If the felt is only used to lubricate the pivot, I think grease would work fine instead of the felt washer. Any other thoughts?
