In the early days, around the turn of the last century, long before the Uniform Vehicle Code and the like, local jurisdictions were left to develop their own rules for vehicles. The earliest registration requirements were set down down by cities and later, even by organizations like the Automobile Club. So, it's understandable that rules developed differently in different parts of the country.

The earliest hand-built cars were not marked with frame numbers. I surmise that it was much more likely to find an engine number on a very early vehicle than a frame number. It was probably only after manufacturers began uniformly numbering the frame and body that VIN numbers became the common method of registering vehicles, especially after Federal laws began requiring such numbers.
