At least on a Dodge there is both a tag and a stamp on the frame with the serial number. If someone swapped the tag a quick check of the frame number would show the change.

I wasn't thinking of theft. I have to give that some thought. Anyone have any idea what the legal reasons were? Any idea how to find old statutes in states like TX where the engine number being used on the title was practiced?

The link below talks about the VIN being started in 1954, but not being standardized until 1981. I wonder if that is when states stopped using engine number on the title.
