Hi Chris,
When I was rebuilding Blueberry (M-37) the military manuals stated to measure between the rims, front and back. There is even a nifty tool the Govt bought to do your 2 sticks trick. Measuring at the rim is far different than the front and rear of the tires, and measuring between the tires would result in far less toe in than they specify.
