Toyo doesn't have any 38" tires that'll work for you unless you're going with an aftermarket rim. The closest tire to what you're describing that you want is an 11.00x16 Michelin XZL but you're going to have to look long & hard to find new ones & they aren't going to give you 50K...maybe 20K if you keep them inflated way high but most PW folk like to run them a little low on pressure to give you a better ride...which wears them out quick.
There's no tire that will give you what you want in stock rim form so you might want to think about other rim options.
