Not much "safe" involved with toe, or any alignment adjustment. Loose parts, maybe so. But toe is the most tire wear of any alignment procedure. And is the only adjustment on solid front axles like the FFPW.

Tape measure or a shower curtain pole works just fine. I usually us two 1x1 sticks held in one hand, mark the overlap. Do front and rear of front tires, at the fattest parts of the tires. Difference between marks is toe in/out. Just make sure you get the in/out part right.Tires are in just abit, 1/16 w/radials, 1/8 for bias. It makes the run parallel when their rolling resistance tensions the front end. Too much in, tires will scuff away on the outside. Too much out, wear to inside.
