Tie Rod Ends...

I received my second set of tie rod ends today and have a question.

What is the deal with the rubber cone on the passenger side tie rod end? No washers or spring, just the rubber cone. Both sets I've received have it.

The rod end I took off the vehicle had a triple washer with a spring set up (steel washer, rubber washer, steel washer, spring, castellated nut).
