It sounds like the turn signals many not be wired in correctly. Or are the turn signals duals with running /turn signal??
Best way fix is to trace each wire and see how it has been wired in. Use a volt meter to check things as you go through the circuits. Once you know that you can start to figure things out. If you have an older PW the turn signals are an add on and so check things carefully. Also did they work fine before and just now started acting as you described? If so look for failed lights or wires that have come loose. Check all connections to make sure that they are tight and clean. Check the wires for any failure or missing insulation that my be causing issues.
