It's one thing that all those filaments have on common.

Though real fast could be a short, like too many bulbs. Or back to bad ground, one bulb not grounded, juice flow into the other filament instead of ground, from there to ALL the running lights. That signal blinks fast, running lights glow very dim. Check for that at night.
