I own both (not the HF variety) I would say for larger work an english wheel is the tool of choice. Judging from your part description I would first buy a planishing hammer, it is better suited for smaller parts. If you get to the point of making roof panels, whole fenders or door skins than I would choose the English wheel. A planishing hammer will leave a hammered finish, the English wheel leaves a very smooth finish.
