Lengthwise, stick the tape or paper in the slot and as you rotate the drill, the tape/paper is pulled around firmly. On really small jobs I use a piece of round stock that gives me about 1/8" clearance (or less if really tiny) and cut the slot to suit the tape or the item. Now have a collection of these - even a round piece of wood on a spindle to suit one engine bore I did when I didn't have a bore hone - gotta do what you gotta do when there's nothing else ;-)
