the hollow bolt is steel, you can and should apply a healthy amount of torque when tightening to properly seat and mark the crush washers,I use a 24" breaker bar with correct socket. I have never measured actual foot pounds, but it takes a lot to seat everything. I have never broken a bolt yet on a wc connection.
