If you have current going into the amp gauge, do you have the same current or voltage coming out of the amp gauge? If not your gauge is bad. If you do check the wire going from the AMP gauge to the head light switch. If you have power at the wire going into the light switch, then I would check your light switch. Check to see if you have connected your headlights to the correct terminal on the switch. Are your head lights any good. Are they wired in correctly or any broken wires?
Basically, you need to take a volt meter and follow the wiring and check the voltage at each point in the circuit. That will be the only way to figure out where you are losing power.
