Headlight Switch Wiring Problem

I am wiring the headlight switch on my 1941 Dodge WC-26 and I am not getting any voltage out of the Amp guage. Engine runs and its set up as 12 volt with Neg ground. When I check the voltage to the Amp guage it regesters volts but nothing going out to the headlight switch. The headlights don't come on. What am I doing wrong.
