If the starter gear is stuck against the ring gear, and is not retracting, then the starter will be damaged (probably be ruined) if the engine starts while the gear is still engaged. So if I'm understanding the nature of the problem correctly, I would suggest fixing the issue with the starter before proceeding to start the engine.
