A retracted starter pinon spinning away? Not sure why this would go if turning over by hand.
I started and ran a for sale truck down to the end of the block and back. Water pump froze and the belt broke. Whirling noise after stopping was the generator spinning as a motor. I doubt this is your problem.
The only other times things spin after I stop involve getting dizzy from spinning or... definitely not time to be driving.
