Around here, in Kalifornia, you buy the semi-complete lower, and for about $75, some guy with a CNC machine that is all set up, lets you put the part in the vise and push the green button. You just made your own gun. Legal and acceptable, even here.

Then you take it to a laser engraver, who puts fancy custom logos (eagles are big, flags too), your name, and city. All for another $300....

I haven't bothered. I've got a Mini 14, a full 14(s), a carbine, and a SKS. And a Model 12 that holds 11. Why bother with a black plastic Mattel?
