That's because the Texas trucks came with high capacity generators and were not subject to "rolling blackouts" like the trucks that were sent to California. Of course, having adequate generating capacity used a bit more fuel so Texas had to drill some oil wells in places where the "green" people would not have approved. (By the way, the WDX was in production before George W. was born so no one can blame him for this one.)

And yes, the brakes were sealed - for water, not manure. Texas has water. We don't use up a lot of energy pumping water over the mountains from the desert.
