I recently rebuilt a 251 as a 265, and had all the moving parts balanced. My machinist balanced the crank first, then added the pulley, then flywheel, then the pressure plate, balancing each one as added. This indicates an internally balanced engine. Mine was pretty bad to start with! Runs smooth now! Rob
