You never stated which seal is present on the WC 54. There should be a seal that is located on the inside end of the hub that seals it against the spindle. THere should also be an outer seal that is mounted between the outer end of the hub and the outer flange on the axle. So there should be 2 seals.
I would also be concerned that you only have a single nut. Like the front axle the real axle should have an inner nut then a lock ring then the outer nut. These nut and lock rings assure that the hub will not back off the axles as your driving. This is a critical safty issue. Make sure that both nuts and the lock ring are in place.
