Here are my thoughts...the INNER axle bushing needs to be FULLY seated in the axle housing. I did this job over the weekend on my M37 and had to go back and reseat the bushings with a 4lb handdrill hammer and a foot long piece of 1/2" mild steel bar.

Be careful using a hardened punch on the fairly soft brass bushings:-)

On the M37 and most probably on your truck, there is a STEP on the inside of the outer axle housing and the axle seal and the bushing needs to fit tight against the step.

And when mine came apart, the OUTER axle bushings fell out of the spindle, but the new ones had to seated with a hammer. I have to wonder if those bushings should be considered a wear item...

So if the bushing is out just a little we will see a rub against the inside of the spindle. Or it could be the OUTER bushing needs better seating.
