Agree with that. If you put a one piece dummy shaft into the front axle housing from the diff center through the inner bush, the outer axle housing where the wheel bearings go should be in line, if it's not, the the outer housing is in the wrong orientation, so the axles will bind, turning just makes it worse. You need to have the axle hole line up properly when the pre-load is finally set.
