There is an article a few year back in PWA about this.
In it I replaced all the rivets in my flat fender's front bumpers as part of the restoration/rust treatment.
Was not too hard to do.
I used a steel backing plate that had a slight depression I had made in it for the head, and then used an air hammer with a tip I hollowed out a little for the shaft. After heating the shaft red hot I then hit it with the air hammer.
Worked like a charm. End result looked just like factory..
