Bill, bolts need to be a tight fit in the holes, that means no threads in the holes, torque to correct specs and good to go. I used grade 8 with assembly loctite on my home made frame extensions and would use the same process with grade 5's to replace rivets. If you mic a bolt you usually find the threaded section is slightly smaller that the non-threaded shoulder section. I found a metric drill bit that measured only a few thou smaller than the nominal size and pulled the bolts in with the nuts. I slightly countersunk (a few thou) the edges of the holes where the bolt head would be to allow for the slight radius between the head and shoulder, splashed some assembly locktite on them, tapped them in and pulled up tight. I gave the head of each one a smack with the hammer as I dd the final torque.
