There has been a major issue with counterfeit bolts for the last 25 years, and it is not ONLY china that is the problem.

Here is a chart of known counterfeit bolts...shop carefully.

I had one project in a uranium processing building where we had to change out EVERY structural bolt, it took a team of iron workers over a year to complete the task for a six story high bay structure.
