They are the early goodyear military tire. Hard as a rock. I suspect that its true that someone put 16.5s on an R16 wheel. Based on my recent experience mounting the R16 swampers on my Combat wheels, the R16.5s would "allow" it to be done but yikes it would be way wrong and scary. But doesn't mean it can't be done.. just shouldn't.

You can get the later version of the Miltiary Goodyears cheaply, still a hard tire... and now the 37" MT/Rs with Kevlar are available surplus quite easily. Just again, its an R16.5 so you would need to have an H1 military wheel re-centered to the power wagon wheel center.
