You generally don't use a starter with an air compressor because the compressor is connected continually. On rare occasion when you need to turn it off, you can flip the circuit breaker. I agree that if it was something that needed to be switched on and off frequently, 5 HP would require a magnetic starter rather than a simple toggle switch.
