The hydraulic shop we work with keeps it down to 2" diameter, but not sure how much smaller it goes. Rods are usually oversize, so they can be machined down to fit standard size cylinder bores.
Threaded cast iron/malleable iron pipe plugs from a hardware supplier might also work if they are thick enough to allow for machining.
