Yes they can be repaired.
As long as none of the cords on the side wall were damaged.
Must be done by a qualified repair shop.
They will when its done, put a small round patch on the outside sidewall that has a triangle on it and that signifies the side wall has been repaired...
Take it to a larger big truck tire shop... They'll be able to fix it if its only as you say a ice pick hole..
