The locks are rare and when you do find them, usually not in good shape. PVC pipe will work, however, getting it inside the tire may be a challenge, and getting it out, twice as hard. Since the tube flap has to lay against the PVC, the underneath side of the PVC/rim would be exposed and prone to rust, so extra care has to be taken to prevent it.
