Don,
The ring gap could possibly be wear. As you can see by the amount of ridge you had to remove, when you take the circumference of the bore, that can make for a way too big a gap.
The size of the bore is a factor but the amount of taper is the biggest factor. It's by far the most critical of the measurements. If the bore is too large...the rings are forgiving. If the bore has a crazy taper, it ruins the rings because they're working overtime...you follow?
Slide that ring down to the bottom & have another look at the ring end gap & report back.
