I can see why a welder would want to stay away. This is bound to have blow outs and be a very time comsuming deal for him. You can try to use the fiberglass bondo (gorilla hair) in the corners and bottom channel. Just open up the area a bit so it can get into the mid part of the channel so it has something to grab onto. The center verticle section looks like it will need a piece welded in. Getting JB weld or Gorilla hair to grab here may be an issue
