The ridge was worn up/down/top/bottom of the cylinder wall from the gap of two missing ring pieces. Again, notice the length of the cutter. Its not designed for boring a cylinder, only cutting the ring ridge. If you follow the instructions, you should not have any problems.
The cutter floats as you turn it and will follow an elipsed cylinder.
Use a ridge reamer if you're more comfortable with that or talk with a machinist.
