I think I've got it, although I'm not sure I understand your statement/question. I understand that as it moves up (from a larger diameter to smaller diameter (the ridge)) it will remove the ridge material (smaller diameter then the rest of the cylinder) making everything the same diameter on the way out of the hole. I did not understand the vertical ridge idea (I was thinking vertical scrape in the cylinder wall).

That said, I would think that if you set up the cutter to tight against the wall when you position the tool before cutting you could start removing material before you reach the ridge (thus enlarge the cylinder at the top). Also, if the cylinder hole is not round and you set the cutter on a the wider axis, you would be cutting a circle on a elipse.
