I dont know if Mass is the same as VT, but here in VT, they do the same thing, BUT, in a situation like yours, they will give you a form to take to an appraiser to have them give an actual value. You then submit the form and they will refund you the difference in the tax. Most Body Shops are able to do this. I have done this several times and they refunded the difference quite promptly. It would be worth asking the Mass DMV if they do that.
