This is an area that is tricky. Bolts and the parts they hold have very close tolerance bolt holds. If you get off center in drilling the bolt out, you create a much bigger problem. If you're not skilled at this, you might consider getting a machinist to make a house call.

After the bolts are drilled, threads are cleaned, clean remaining holes and bolts and test with head to make sure you can screw all bolts easily into the block without any binding.

I would be hesitant to apply heat. Cast iron is designed to expand and cool evenly. Applying heat to an area that has chambers can produce cracks in walls.
