IL don't offer YOM Plates.
However they can be displayed along with current plate.

YEAR OF MANUFACTURE LICENSE PLATE USE -- Registration not offered, but display permitted:
VEHICLE QUALIFYING AGE: 25 years old or older, 20 years for firefighting vehicles
