Whether a one pipe loop, one pipe 'mono - flo', or two pipe system, will determine the feasability of installing zone valves.

If radiators are still heating with thermostat 'off' it could indicate a defective flow control valve (weight valve) that is allowing gravity flow of the heating water. If in the past you could never adequately heat your house a defective flow valve could have gone undetected, however I doubt that is your problem.

In all probability your baseboard heat was copper fin - tube, or even if it was cast iron, you had much less radiation and the heat anticipator in the thermostat was set for those conditions. With the increased radiation you are possibly experiencing a 'fly - wheel' effect. Barring a defective component, such as a flo valve, the first, and simplist thing to do is to adjust the heat anticipator so the circulator shuts off sooner to compensate for the increased radiation. If that fails the only solution is reducing the amount of radiation, either by valving, or removal.

Lowering the water temp. is not the solution, though it may save money, and somewhat mask the problem. It's like going down to the basement at night and pulling the 'main' to shut off your lights.
