I used JB Weld to fill the cracks and painted with Rustoleum gloss black from a shaker can. Paint does wear off over time and if you wear gloves driving, wears even quicker. You can also use a flat base coat, then paint a top coat of urethane clear coat.

The best I've used for wear is Epoxy Resin, the type you mix equal parts. It does make a thick covering that's glossy and has to be trimmed at the tip of each finger groove once it dries assuming you coat the wheel then let it set for drying with finger grooves down. Coat last forever, but the wheel will again crack over time no matter what you use or do.
