Not sure that I would use that for anything more than hold a tarp down. I bet it would shift or pull it with any real load or pulling tie down ropes.
Washington state has some tougher cover and secure your load laws after a couple of idiots carried funiture in their pick up and did not secure it. It came out and went through a windshield and really messed up a young ladies face. In fact last week they sent the State Troupers out on a special task force whose sole focus was to find uncovered/insecure loads.
