Lets talk injection pumps

Seems diesel conversions with industrial diesels have gained interest here lately which brings up questions about load governed and speed governed injector pumps. Most industrial diesels have speed governed pumps while a road diesel is load governed. My understanding is that the on-road speed governed pumps should act something like a gas engine and rev freely with the application of the accelerator peddle until stopped by either the load on the engine (drive load) or the internal friction matches the power. My electronic duramax does this and aside from the low redline acts very much like a throttle controlled gas engine. My 4bt in my M37 really does not and I have found it acts a lot like what I would expect of a speed governed engine. Seems in order for the engine to rev to top speed (~2600 rpm) I have to have the accelerator to the stop even in neutral. Also without changing the accelerator set point I can hear the turbo change note and watch the boost climb on hills and there is usually no significant change in rpm or speed. This engine has the bosch rotary injector pump and came out of a bread truck so is supposed to be a load governed engine. I am not trying to fix this I LOVE the way the cummins operates and am perfectly happy with whatever governer set up it has. Where I am going with this is, how bad is a speed governed industrial engine in a road application? Prior to my Cummins engine swap I had the impression that a speed governed engine would be undriveable in a road application. There are quite a few industrial engines out there some pretty affordable. After looking at the Phoenix castings web site they could be adapted to a useable transmission so the only dilema is the injection pump. I am wondering if anyone has used what is definately a speed governed pump in a road application and what they thought of it. Also aside from governer I am wondering about other differences between fixed speed industrial engines and variable speed road engines?
