I took two pieces of 3/16" plate and cut them to fit into the notches, then welded them to a piece of angle iron for use as a handle. When I still couldn't get enough torque on it I welded a large nut to the top middle so I could attach the impact gun which while awkward did work to at least get it moving.
The impact gun method doesn't require as much counter torque, by hand you will probably want to put the differential housing back in the axle housing, otherwise you can't get enough leverage to hold the housing while you try to remove the nut.
And of course make sure you verify the set screw has been backed out! It was a bear, good luck!
