When riding down a hill forwards in a little red wagon, and letting the tongue drop to the ground, the tongue has a self energizing effect as it wants to dig into the ground. (Think of the Calvin and Hobbs cartoons.)
Riding down the hill backwards in the same little red wagon, and letting the tongue drop to the ground, the tongue has no self energizing effect as it just wants to bounce and drag along behind.
Fixed anchor brakes are the "little red wagons" on our Power-Wagons.
