From what I've *read*, the 4B (NA) is rated about 85 hp and can't be reliably turned up much beyond that without significant modifications(ie, not simply adding a turbo and new IP). There are some basic differences between NA and turbo versions, piston cooling oil jets being one.

On the governor issue, I know a fellow that drove a truck with a variable speed governor(limiting speed is normal for road vehicles). He described it as not much of an issue with it except it would get "choppy" when running down rough roads(he specifically mentioned running "against the grain" of a plowed field).
