I've been messing with ARBs in the Jeep community now for a long time. The issue you are having is/can be common but one of the first things to do is check and make sure the breather for the housing is adequate. I've seen guys have this problem only to discover that the diff breather is clogged with mud, dirt, or grease, etc. I would check that issue but I may also be just running my yap and you've already made sure of that.

When it comes to changing those O-rings... order an extra one or two. Depending on the locker version but I know from experience the 14 bolt and Dana 60 versions can be a real nightmare. The O-rings are a square double lip type and just the slightest over stress of them will stretch them and they don't seal right. Usually the ones I've had to do are after someone else has already tried and either knicked one of the 4 sealing shoulders or they overstretched them trying to get them onto the journal assembly. I just try to get them started onto the journal and then just roll them one step at a time until they are close to the groove and then square it all up before pushing it that last 1/4 rotation into the groove. Some of the lockers are a different design but most of the ones I've messed with are the way I described above. However, my Caviat is that I've never messed with a PW Version of them but I would imagine they are similar to the 9" or Toy versions.
