When you visit a website the site you visit is allowed to place a little bit of data on your computer that, in theory, only can be retrieved by that website. Typically things like login names, shopping cart contents choices you made at that site are actually stored on your computer, not on the server. This bit of data was called a cookie.

Now it seems that sites are reading each other's cookies and doing who knows what with them. The biggest thing you will notice when deleting them is you will be logged out of most of your forums and annoying popups won't show you things you've looked at before. No biggie.
