Back in the day (70's-80's) when I was driving a long haul truck the rules were different. The Federal motor vehicle safety rules specifically prohibited retreads on the steer axle of vehicles over 10,000 pounds GVWR. This information was in the handbook that all Class A license holders were supposed to have a copy of. So it wasn't a myth at that time.

I have run retreads in the past that were junk. I run retreads now on my 2500 series Cummins truck that I use locally and they give very good service. I still won't run retreads on the steer axle of the truck I tow with.
