The front brakes do about 70% of the total braking for a vehicle. Those numbers shift a little as weight changes, but for the most part the front brakes do the real work.
If the rear brakes lock up first they tend to want to be out front, which causes problems. So putting the stronger brakes at the back means you then have to practically turn them off so they don't out-brake the fronts. Just look at every vehicle made in the last 20 years or more. Disks in front, drums (or smaller disks) in rear.
