Talc will work in colored paint. For ultra-flat, like military camo, use diatomaceous earth. The trouble is the flatting agent tends to exaggerate scratches.
In clear "semi-gloss" coatings these days, they use some sort of ultra-fine glass beads. It's definitely not talc, which would make it too milky. A good auto paint supplier can mix up paint with various amounts of flatting agent in it for you.
